The JITConfig class will not be creating pipes and machine code outputs and
such, it should solely be used for storing the configuration.

Ok so, HighLevelBlock is much better than the expanded pipe, because this
means that certain checks only have to be performed once rather than them
being implemented by every expanded pipe implementation. So this is far
safer.
