Okay AnnotationValuePair is a bit confusing, I think it would be best to
just be a value of sorts. I do however need to represent the type of value
stored in an annotation. Annotation values can be recursive!

Okay, I just need a way better thing for annotations because it is messy. I am going to need quite a number of classes to represent annotation values since there are quite a number of different formats.

You know, is the visibility of an annotation even important to me? I mean for the most part there is no reflection and there will be no way to obtain the annotations anyway. So I think the visibility information is rather pointless.
